A good villain to me is someone who is intimidating to the audience while also having a motive for it. A good evil villain is someone like 1989 Joker, someone who doesn't care how many lives they end and just keep going on with a smile on their face. A good sympathetic villain also has to have a backstory that at least gives more context into why they do this, or they have a moment of sympathy for someone else that gives insight to their character. A less known example is Vincent Rowlings from Criminal Minds
