I my humble opinion, a good movie- or game villain has a tragic and/or horrifying backstory, such as:
Child abuse
personality disorder/mental disability
Emotional crippling, caused by trauma or medication abuse during mothers pregnancy
A good villain should also deliver following traits:
He is intelligent and educated
He is manipulative up to seductive, no matter what gender
He is, at the same time, charming and eloquent
He knows his spiel
He knows his goals and desires
He shuts up and doesn't brag about his plans
He is NOT overly self-confident
A supernatural villain does NOT over-uses his powers or brags with them. He surprises his victims (and the audience)
However, a good villain in movies and/or games is not qualified by his own traits only. I think that a good villain only can shine if his victims do not follow lame and over-used clichés (such as being dumb enough to follow apparitions or split up his clique, for example).
