She cannot legally open her eyes due to a contract she signed and gave to Fazbear Entertainment.

The other explanation is, she's too fuccing dumb to open her eyes.

She’s like Brock from pokemon. Fazbear ent realized she looks weird with her eyes open so she just keeps them closed (yes, in pokemon that is the canon explanation. Brock keeps his eyes closed bc everyone including him think it’s creepy when they’re not)
