In the 4th night of FNaF3, a sister location, is mentioned. This means that either there is more than one Freddy's Pizzeria, or the company that owns Freddy's Pizzeria also owns other companies that used the same suits.
It also mentions temporary suits that do not resemble the FNaF characters, suggesting they may have come from another location with different mascots

After learning of an unfortunate incident at the sister location, involving multiple and simultaneous spring lock failures, the company has deemed the suits temporarily unfit for employees. Safety is our top priority at Freddy Fazbear's Pizza, which is why the classic suits are being retired to an appropriate location, while being looked at by our technician. Until replacements arrive, you'll be expected to wear the temporary costumes provided to you. Keep in mind that they were found on very short notice, so questions about appropriateness/relevance should be deflected. I repeat, the classic suits are not to be touched, activated or worn. That being said, we are free of liability, do as you wish. As always, remember to smile; you are the face of Freddy Fazbear's Pizza.

It's also possible that these temporary costumes may have been precursors to the characters seen in FNaF, as it's revealed there used to only be Golden Freddy and Springtrap, both of whom were later locked away and never used again. It's hard to say, though, since we don't actually see the temporary costumes.
However, it would explain Foxy.
If you think about it, a pirate character at a pizzeria where the main characters are a rock band doesn't exactly make much sense. It's possible that one of the temporary costumes was a pirate, and the pirate character proved to be popular.
As a result, the owners decided to add a pirate-themed character to the Pizzeria, and created Foxy.
